The PyPA team is dropping support for the manylinux1 image after 2022-01-01.
We should stop using that image to build release distributions at that point.

  • Update .github/workflows/python-publish.yml workflow, removing the build-wheels-manylinux1 job, and unlinking it from the publish job.
  • Update README.md to document that manylinux1 wheels are no longer being published.
