Is it possible to configure this for desktop PC and still use hotspot internet from phone via USB tethering?

I played around with this script months ago but never succeeded to get it working the way I need. I'm wondering if it's even possible to do what I need done. I have no choice but to use my cellphone for hotspotting internet to my PC due to my location. Satelite internet is garbage and I'm way better off just hotspotting my phone. Well anyway, I tried to configure this windows-on-reins script 3 or 4 different ways and re-installed windows 11 each time, but I never could get it to play right with my hotspot connection. My question is, is it even possible and if so, which settings would I have to allow/block, etc
