Oh, I misunderstood what you were saying. Yes, I'm not denying that the bill text is available as Passed Congress. But that's not the same thing as an enrolled law. IIRC, it is possible for Congress to adjust the enrollment of a law via joint resolution. And the marginalia is, in some cases, significant. For example, the marginalia for this bill (which is just the last enrolled law of last Congress) notes which section of the U.S.C. each section of the act corresponds to. |
