Short-lived access tokens are generated when Develocity injection is not enabled #339

It appears that action is obtaining a short-lived access token even when injection is not being used. The docs only mention short-lived tokens in the context of Develocity injection so this was a little confusing, though it's the more secure behaviour.

This appears to just be a documentation issue.
