Reset featured projects daily #4319

Right now the featured projects list on the homepage (#4234) refreshes on every page load, which is somewhat counterintuitive. We should make the list persistent.

We talked about weekly or daily. I think daily is a good balance between staying consistent with the expectations around the term "featured," and also giving all projects a fair shake.

Now that I think of it, should we build this to avoid featuring the same project more than one day in a given week, or somesuch?
