This pull request finishes the work started in #1428, #1429, and #1430, completely replacing the old partial object API with the new one.
This is an important step towards #1249, but we're not at the finish line yet. A lot of code doesn't use the capabilities of the new API yet, and thus remains needlessly complex. The next step towards #1249 is to start cleaning up some of that code, updating the new partial object API as required.
