Overview of the Issue

It crashed and asked me to submit an issue here:

Packer crashed! This is always indicative of a bug within Packer.
A crash log has been placed at "crash.log" relative to your current
working directory. It would be immensely helpful if you could please
report the crash with Packer[1] so that we can fix this.

Reproduction Steps

This is what I ran when it crashed:

packer build -only "*foo*" .

Packer version

$ packer version
Packer v1.9.1

Your version of Packer is out of date! The latest version
is 1.9.2. You can update by downloading from www.packer.io/downloads

Then I upgraded:

$ packer version
Packer v1.9.2

Simplified Packer Template

Operating system and Environment details

WSL2 on Windows 11 running Ubuntu 22.04.2 LTS.

Log Fragments and crash.log files

Original log, using Packer v1.9.1 and PACKER_LOG unset.

New log, using Packer v1.9.2 and PACKER_LOG=1
