[Enhancement]: resource aws_opensearchserverless_collection - standby_replicas

Description

AWS opensearch serverless collections now have a standby_replicas feature that allows user to control whether the collection uses redundancy for high availability. I would like the feature to be supported in the aws_opensearchserverless_collection resource.
