Add new data sources for EBS default encryption.

New or Affected Resource(s)

• aws_ebs_encryption_by_default data source
• aws_ebs_default_kms_key data source

Support for the below two new data sources has been merged and will release with version 2.17.0 of the Terraform AWS Provider, likely later this week. 👍 Thanks, @jukie!
