expand hauler store copy to operate against multiple "backends"

To fully leverage what's put into a Store, allow users to copy between different store backends, not just from layout --> registry.

Examples include:

• copy file contents from layout (layout --> filesystem)
• copy layout contents to registry (layout --> registry)
• copy registry contents to file system (layout --> filesystem)
