For API testing, user omboarding and demo purposes.

Should probably be modeled on [a subset of] the Swedish 2019 baseline data, since that it what the current API tests assume.

Essentially:

A baseline entity
A caculation area
A matrix

Rasterdata for testing is already part of the test data.
