Add guidance/guidelines for distributed charts hub

Current status

The goal of me moving this issue is to be able to archive the helm/charts repo and make sure that the work started/pinned here makes its way into helm.sh/docs.

Now that we're moving charts to distributed Helm repos to be listed on the Hub, people need some guidance

Update: we do have some help info in a few places:

• https://github.com/helm/charts/blob/master/PROCESSES.md#deprecating-a-chart, but we should update that to point to the Helm Hub
• https://github.com/helm/hub/#how-to-add-your-helm-charts for the part about adding a chart's new home to the Hub
• https://github.com/helm/hub/blob/master/docs/github.md for info on hosting your own charts repo (though there's not yet any mention of the https://github.com/helm/chart-releaser or https://github.com/helm/chart-testing tools, which automate this process for people. Note also we're working on updated GitHub actions for these two now, since GH Actions have become GA as of this month)

Orgs and individuals can host distributed Helm repos however they wish, but if they want to use Helm-created tools (chart testing, releasing, etc) they can follow this example to use Helm Chart repo Actions: https://github.com/helm/charts-repo-actions-demo
