Describe the bug
Public form select fields now show a "Add value" button

To Reproduce
Steps to reproduce the behavior:

  1. Create a template with a select field
  2. Create a public form on a page.
  3. See "Add value" button

Expected behavior
"Add value" button should not be available on public form.
