Investigate and fix the Hive rpc-compat issues

Currently besu is failling at the startup which prevents all the rpc-compat tests to be run on besu.

Ideally Besu should be able to run and pass 100% of the rpc-compat test suite.

Update, after fixing the issue with block import (7fff05a)
RPC-compat is running and current status (Hive built: 02/05/2023, 20:10:11 commit: 972a1801) is:

there was a PR to enable ADMIN API which will bring that number down:
