If the Groovy Console is configured via OSGi configuration to allow only specific groups e.g. "administrators", this prevents the "admin" user to execute scripts as well. The built-in "admin" user should always have all rights and is implicit member of all groups esp. "administrators".
It works if a new user is created and made member of the "administrators" group.
