run netbox-initializers plugin on startup even if we're doing a netbox database backup preload

see the documentation about using the netbox-initializers to preload the YML files in ./netbox/preload, and also doing a restore of a backed-up tar.gz file from the ./netbox/preload.

Prior to this change, if it did the .tar.gz restore from that directory, it wouldn't do the other YML files. I think we actually want both, doing the YML files in addition to and after the .tar.gz restore.
