Scaffold an ICS consumer chain

Hey guys,

I think it would be a good move for CLI to scaffold a consumer chain.
Do you have plan to bring this feature ? If yes what do you have in mind ?
I worked a bit on ICS last months, so maybe I can help temporarily on that.

Before anything the first blocking point is the SDK version. ICS has been developed on 0.45, while CLI is almost under 0.47. One thing than can be incompatible is the governance proposals, which have changed their format in 0.46 (msg based instead of handlers based). That say for the moment the consumer module doesn't add new governance proposal, so that should be OK. Maybe there's other incompatibilities to consider.

The other important thing is the changes required to serve a consumer chain. ignite chain serve may have to run a mock provider chain in order to serve a consumer chain, with a relayer and a IBC channel setup. Without that I think the consumer module will refuse to start.

Update: We will work on this feature once the interchain security repository is updated to Cosmos SDK v0.47.1
