Update events to include "potential" status #15

Event counterparts not confirmed by LVK publication should be labelled as "potential". This requires:

A tag should be included in GW-EM counterpart matching section at the top the events-list.json file (changing the list to a json "dict")
The process-events.py script should be updated to take this tag and add "(potential)" after the EM counterpart name.
