We seem to hit an upstream bug when LLVM 10.0.1 is installed on the host.

  = note: ld: library not found for -llibxml2.tbd
          clang: error: linker command failed with exit code 1 (use -v to see invocation)

Downgrading to LLVM 10.0.0 or LLVM 9 resolves the issue while we wait for the upstream fix. More info here: https://discourse.brew.sh/t/llvm-config-10-0-1-advertise-libxml2-tbd-as-system-libs/8593

Homebrew updated the LLVM formula to 10.0.1_1 but issue seems to persist in that revision. Relevant issue Homebrew/homebrew-core#61005
