added steamcmd downloading back as i broke it previously

removed steamcmd downloader from application because it wouldn't work now a script has been provided to download steamcmd for you

i decided to try and get Workshop back up and running hope everything runs well i migrated from VovoloGames to this repo let me know if any issues i dont think ill be able to do game requests tho maybe someone can help with that
