override TOC settings in project config files

As a pelican site admin
I want to override pelican-toc settings in project config files
So that I don't have to overload the metadata content of every page across the site

Implementation Details

• Allow for setting pelican-toc settings in pelicanconf.py and publishconf.py
• Consider allowing individual authors to override the overridden settings using the Metadata section on a per article basis
• consider a TOC_SETTINGS_FORCE element in site config to prevent authors from overridding site settings

Use Cases

• override default settings for the whole site
• allow individual authors to override the override (or just use all defaults)
• Allow site admin to force site wide settings for TOC
