5.18.0 took ~40 minutes to provision ~4900 resources.
5.18.3 takes ~30 minutes to do the same.
It also seems more reliable and doesn't hit the GitHub API rate limits as often. Maybe due to https://github.com/google/go-github/releases/tag/v50.1.0?
