Fix renovate pull request checks #780

Renovate pull requests now appear to be updating pnpm-lock.yaml
I'm guessing an update to renovate fixed something (but I haven't identified anything in https://github.com/renovatebot/renovate/releases)

Existing renovate pull requests failing checks with:

 ERR_PNPM_OUTDATED_LOCKFILE  Cannot install with "frozen-lockfile" because pnpm-lock.yaml is not up to date with packages/openapi/package.json

Can be retried to clicking the If you want to rebase/retry this PR, check this box checkbox

It appears that some new renovate pull requests are actually using old branches and may also need to be rebased/retried.
