feat(cli): opt-in anonymous usage data

This PR adds telemetry to the Capacitor CLI, which comprises several components:

1. npx cap telemetry [on|off] command, which is for managing telemetry on a machine
2. New "sysconfig" for managing a system-level configuration file (for storing telemetry opt-in/out status)
3. Command-level events for gathering anonymous usage data
4. IPC system for sending event data in the background (as to not affect the performance of commands)

• Prompt for opting into telemetry
• Switch off staging
• Questionnaire during init (may be done as part of a separate PR)
