All Wakari links in References Doc broken

With Wakari gone, many of the links, examples, and tutorials in the References wiki page are now broken. No good reason to fix, but just a note to future users of this repo.

E.g., almost everything under "Testing IOOS/Regional Services". I thought those were useful notebooks as examples. Are they stored anywhere else?

@wckoeppen , OMG, who did all that work? I never even knew that page existed.

I'm guessing most of those notebooks are in this repo of older notebooks from 3-4 years ago:
