Should we disable issues?

@Stebalien Maybe. I did that when I moved issues from https://github.com/ipfs/jenkins-libs/ and now none of the links to any issue there works. So if there is some place referencing to a issue in ipfs/jenkins-libs, that means that link will now 404 instead of having a redirect (manual or automatic). So went with the safer option here and left the issues open.
