Admin is logged in
Admin has entered a Material page
The admin opened the Editor

Steps to reproduce

1. Edit publication
2. Click on the ‘Зберегти’ button
3. Not make any changes in publication
4. Hover the cursor over the ‘Зберегти’ button
5. Pay attention to the button

Actual result
The ‘Зберегти’ button is always active in Editor

Expected result
The ‘Зберегти’ button is active in the Editor only after making changes to the publication

The bug is appeared in both browsers
