Environment: OS: Windows 10 Enterprise. Browser: Google Chrome version 117.0.5938.63.

Preconditions
User is logged in as Admin
Admin on the "Адміністрування" page

Steps to reproduce

1. Go to the "Важливе" tab
2. Click on the accordion with the title "Додати матеріали"
3. Pay attention to the Add and Edit buttons of the material's card

Actual result
Buttons are visible without the cursor hovering

Expected result
Buttons Add and Edit are invisible. And becomes visible after the cursor hovers.
