Restore mail search form on members page

HTML search form should be restored to members/_index.md if it is being kept.

A commented out block currently includes the required form.

Two choices:

• link to that service directly
• ask OATs admin to check why the SSL doesn't work for mail.ivoa.net/search

With the Saada URL directly, it works very well. But maybe we would prefer to keep the redirection through mail.ivoa.net?
Actually, I don't know the history here. Why this redirection in the first place?
If we want to keep the redirection, indeed, we should see with the OATs admin (do you have any email to give?). If not, let's go for the saada URL.
