fn hstack(_: &[SubMat<T>]) -> Mat<T>;
fn vstack(_: &[SubMat<T>]) -> Mat<T>;

X = hstack(&[A, B, C]);  // === Python's `X = [A, B, C]`
Y = vstack(&[A, B, C]);  // === Python's `X = [A; B; C]`
