Monit and irqbalance on Raspberry Pi 1 B+

Describe the bug
Monit complains about not running irqbalance on RPi 1 B+. irqbalance terminates itself because it's ineffective on systems with a single cpu

To Reproduce
Steps to reproduce the behavior:

1. Install Rasperrymatic on a Raspberry Pi 1 B+
2. Check Alarm Messages and log.

Expected behavior
irqbalance should not be monitored on a Raspberry Pi 1 B+ by default
