layer vs charm resources

@mbruzek concerning layer resources per our irc chat, my charm that includes layer-tls wouldn't know about the resource in the charm store even if it did exist, because the resource is attached to the charm in the charm store not the layer. Thus we should be conscious of the layer sensitive resources when including layers that use a resource.
