Move Jupyter Kernel Gateway and Jupyter Enterprise Gateway to the jupyter-server organization #20

Hello,

As noted in the Foundation of New Governance Model PR and "ratified" via the merging of the Dissolve Jupyter Enterprise Subproject and relocate its repositories PR, this issue is being opened to ensure we have consensus to incorporate the "Gateway Projects" (Jupyter Kernel Gateway and Jupyter Enterprise Gateway) into the Jupyter Server organization.

If there are any objections to this move, please let your objection be known by commenting on this issue or attending next week's Jupyter Server team meeting.

We can probably get a good pulse on this by using 👍 for approval, and 👎 for objection.

The gateway repos have been moved to jupyter-server and I've given all active team members admin privileges.
