4.9.0 Release Plan

We have one major feature in 4.9.0: #242

I hope to be able to look into #241 as well if I have time, but as a bugfix, that could also be done in a patch release (unless it has to drastically change the path resolution logic, in which case we could also release a 4.10).

I've released 4.9.0rc0 on 13 Oct 2021. My plan is to release 4.9.0 final in one week (Wednesday 20 Oct) if there are no objections.
