poetry seams to be an interesting approach

unfortunately it has some flaws:

dependabot support is not fully working
poetry's included files that are not part of the package get installed unintended into side-packages, too.
this might be fixed in version 1.1 as tested in https://github.com/jkowalleck/nichtparasoup/tree/transform_to_monorepo/draft3
replace all usages of setup.py

these are heavy issues.

revisit poetry after monorepo(#299) was dome, to see if the issues are fixed.
