option to increase timeout for bootstrap

The Bootstrapping of a machine is timing out as the default 3 minute wait period for a response with the machine ID is not being satisfied. This should be configurable to handle latency on the Digital Ocean side.

Alternatively, it would be nice if it prompted you to keep waiting and reset the timer in an interactive fashion, as we can watch the bootstrap progress on the WebUI and know if it's been stuck or not.
