Research Paper is not attached along with the DataSet.

In The Dataset of:
1)Waymo
2)Pascal_voc

The link to the Dataset or the research paper needs to be attached.

I suggest adding a:
1)research paper to the readme. md of Waymo
2) creating a readme. md for the Pascal_voc, if possible.

I attached, the research paper and website link for waymo dataset.
Image attached below, shows it, till now there is no linter issues with it, since I checked linter issues on my ide and some external tools, I found out they were none.

I am generating a pull request for the reference attached of waymo dataset.
