Unable to run with DOCKER, Kantra integration assumes PODMAN

This issue will likely NOT be fixed and will be closed as we plan to integrate with analyzer-lsp and remove Kantra.

In case any plans change I'm filing this so we are aware.

As of today, the Kantra integration in the IDE ONLY allows Podman to be used.
We could technically used docker, but we'd need to override an environment variable
