✨ (go/v3): upgrade envtest from 1.23 to 1.24.1

bump envtest version in go/v3 scaffolded Makefile to be 1.24.1 from 1.23

Motivation

Support k8s 1.24

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
