This issue is same as Issue #2868, Opening another issue to submit the PR to review again
Currently during downscaling, inflight requests fails causing large number of 5xx errors during downscaling.

The current aim is to mark the node as unschedulable so that ALB controller can remove the node from healthy list.

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
