What happened?

Are these capabilities necessary to run the sidecar? has this changed in recent versions?

Error: failed to get Envoy version: failed to execute /usr/bin/envoy with arguments "--version": fork/exec /usr/bin/envoy: operation not permitted

Not being able to use drop: [ALL] and needing add: [NET_BIND_SERVICE] is likely due to #4535.

However, it's currently unclear why not having this capability for the sidecar first causes an issue in 2.2.0.

We can remove this when we officially drop older k8s support
