That error occurs when 95% or more of the downloaded parts are missing or corrupted, indicating that either the VOD is heavily corrupted or something went horribly wrong while downloading.
Because I was unable to reproduce the error locally with the same VOD, I can assume the issue is probably with your PC configuration. Do you happen to have a 3rd party antivirus such as Avast or AVG that may have prevented TwitchDownloader from creating a lot of temporary files?
