Issues With Welcome Activity

Steps to reproduce

1- Problem when selecting an instance:

1. Open LT for the first time.
2. Go to landscape
3. Select instance
4. Go to portrait

2- Scrolling is extremely bugged

1. Go to landscape mode
2. Scroll down
3. Scroll up

Expected behavior

1. Be able to select an instance

2. Scrolling should be smooth

Actual behavior

1. Tweak Landscape Welcome Activity  #3988 (comment)

2. Scrolling is extremely bugged.

Other details

The scrolling issue is because there are two scrolling bars that overlap, one for the instances and one for the activity itself.

Also if you try to select an instance when in landscape, the screen will start scrolling up and down because of the scroll bars overlapping.
