Direct touch not working properly in Windows 3.11

If you install windows 3.11, the direct touch feature won’t work. When you touch the screen, the cursor is always at least 3 inches away from your finger. It makes me believe the direct touch feature is either turned off, or registering the wrong location.

Just want to add that direct touch also doesn't work for HoMM1 or Putt-Putt Goes to the Moon. But for these two, the mouse doesn’t move at all.
