[PyCDE,Ibis] Crash on no-argument method wrapping #6968

providing an ibis @method wrapping with no arguments:

class MyIbisMod(IbisClass):
    @method
    def myMethod(self) -> UInt(32):
        pass

crashes the StructType CAPI builder: https://github.com/llvm/circt/blob/main/frontends/PyCDE/src/pycde/ibis.py#L34, presumably due to not supporting an empty dictionary {} as an argument.
