This addresses a few issues in MAM which increased memory usage in previous releases.

This is a maintenance release which addresses long term issues into 3.0 and previous releases:

• Address once and for all on service activation, notifications filtering issues.
• Fix long term (silly) bugs in mod_pep.
• Fix config-reloaded usage in modules.
• Wipe all PEP recipients when the user has no sessions online and solve "Ghosts".
• Prevent BOSH clients to open a stream to a component host, in line with c2s.

mod_privacy: fix syntax error.

This is a maintenance release which addresses some issues into 2.9:

• Remove clumpy non-working Windows Support
• Add memory conservation logic to close idle session s2s streams
• Fix uncaught bugs into mod_mam, also improve its implementation
• Correctly forward unsubscribes on user deletion
• Updated to address some possible tracebacks
