PR #1258 partially solves issue #1207 by making ghosts leave admin and PM rooms
when the actual Matrix user leaves them.

However, as mentioned in this comment, rooms that
users had already left before the introduction of this patch are still haunted
by those ghost users, preventing them from being GCed.
