poetry-core 1.3.2 was released on Oct 7, 2022 and is packaged in Arch Linux now, preventing Synapse from building.

Pull Request Checklist

(Sorry for this pain---but we've been bitten by bugs in new releases of poetry-core twice now in #14079 and indirectly in #13849 and prefer to err on the cautious side.)
