how can I visit synapse server ui by web and customize my own configuration?

Version information

Homeserver: Was this issue identified on matrix.org or another homeserver?

If not matrix.org:

Version: 0.27.4
Install method: package manager
Platform: ubuntu16

As far as I know there is no server UI visible to the web. You have to read the README and edit the config file.
