Exporting Resource Pack doesn't allow for format "4" #167

What happened?
I export my resource pack, and during the export, only formats 1-3 are available.

When I open the resource packs screen, it shows as "for an older version"

Steps to reproduce:
Open the Export Resource Pack dialog
Drop down the Format options list, "4" isn't displayed

Merged it. I don't even have the project on my computer so you'll have to build it yourself.
